Then that is your problem you cheated your stats past the triggers.
Never cheat stats until they have been brought up to 100 points in game then you can cheat them.
To many triggers are tied to the first 100 points of your stats.

When you try to steal Eric's wallet for the first time and you did enough chores for mom you will get spanked and the next day you can ask for private spanking.

As for spanking Kate I have no idea, I can't get it in my games.

The only thing I can think of is you got to not go to far in cunning plan that mom accepts them and then setup Alice for private spanking but like I said I have never seen it in any of my games.

I'm at the end of .12 but my relationship with Kate is still FLIRTING and my relationship with Kira is still VERY GOOD. How do I maximize them to be LOVERS? I've been repeatedly engaging in acts with them but nothing has changed.

So I'm struggling to find help or information at the moment as to what I do next/can do next. I picked the Olivia GF route and currently, the only opportunities I have without an 'attention' flag are Arachnophobia, Blog, Cunning Plan and New Job. Arachnophobia and Blog seem like they're just a looping, never 'completed' thing (correct me if I'm wrong), but with the other two, Cunning Plan mentions how I can get blown by Alice or fucked by Kate and mentions getting much more eventually. New Job is on the part where Kira's explained to Ann about the other studio, in the hopes of upping her sexual tension/frustration. From what I understand, there should be more things doable with Alice and/or Kate, going to the clinic with Alice and catching Ann at night when she's back from her new work (which she currently isn't going to), so I don't know what I'm missing.

Lisa GF path has the new Olivia GF so once you get there you will have 2 GF at the same time but there is not much content yet for Olivia.

Nope nothing changes and there really not even used in the game and may never be.

someone help me out, at 6 am I wake up and at 9 am I get told to go to military school and end up going, when going back in time it says 50% but no matter what I still get sent to camp, fix? have tried over 30 times+

You may need to go back some more by using the auto saves, one is made for every day of play.

Also upload your save game for this game only and I will take a look at where you are at.
