I similarly have no dishes in the fridge and when I try to cook them, I get "An exception has occurred." Any way to get out of this predicament?

no, you still have to do the webcam show to talk to barbara at 11 pm.
I think doing 2 to 3 shows should release the show from version 0.90 and then talk to Barbara

There are some quests I'm not on because I'm doing very little compromising. However, there are some things that require male interaction to progress. I'll usually avoid a dude if it says "See how things play out." in the character questlog.
Some events will happen with males if your not careful like being outside really late at night. But you can avoid most stuff with them.

No, but you can skip almost all of them.
Rudo is unavoidable. Handjob scene.

BTW, in that page where we can see all the people whom we’ve met & track progress of their characters, there is no Barbara picture in it.
Also, her room is locked at 23:00, I’m completely unable to progress her path. Should I increase relationship with her by doing laundry?
How come you have so many characters in ur page??? I hardly have 3-4 rows of characters in this page in my save and more importantly Barbara is missing for me here!
Is it because I’ve been using old saves?

the characters appear if you talk to them, if you don't talk to them again, they won't appear, and I started the game when I launch the npcs list update

oh I don't know, when I released the last part of the webcan in this version and entered the house after 23 hours, the mission was started
That last quest with barbara at 2300 isn't actually in her room. The way I had to trigger it was just keep going in and out of your bedroom a few minutes before 2300 until 2300 it triggers.
