It disables already present npc's from levelling up but sadly new ones still spawn your level.

How do I make slaves submit/break them? I've had one do so, while just training her and rewarding her normally, but I don't know what triggered it. The other 2 slaves I've had for longer and are S++ in all skills and high level still haven't submitted to me. When he submitted is the only time I've seen the "deserves the biggest reward" line too. My other 2 slaves are maxed out on obedience and love as well.

I do know in the "talk" section, there's "Explain position" "Intimidate" and "Reassure" all 3 can affect a slave, but you can only use 2 per day, if you try more than that, you will get the following (Replace "her" and "She" with appropriate pronouns if a guy):
"It didn't have much effect on her. She heard you too many times today already."
If it has any affect at that point, I don't know. I haven't turned on debug info to check (way more accurate than slapping a Hypnovisor or Hypnovisor MK1 on the slave).

what Facha1234 said, but know it won't apply to anyone you already met. Can be done anywhere you can click on the "me" button. (Me, Encounters, Gender to set NPC genders for newly spawned NPCs)
If you enable mods (options, check "Enable Modded BDCC Launcher", then close and open the game), you can use the Mod Browser and get the QuickStart mod, which enables you to start the game and pick preferences/npc gender ratios before ever meeting an NPC (the vanilla start forces you to meet a few NPCs before giving you a chance to set gender ratios).
As for existing NPCs, you can unlock TF pills that can create a cock, creates a pussy, increase breast size, remove breasts (makes chest flat), remove pussy, removes cock, among other TFs. None of the pills actually change the stated gender of the NPC, even if you use the MorphIn to make the TFs permanent (you would think using the MorphIn pill, be it the one offered by Quinn or the one you can make yourself change the stated gender on use if needed, but it doesn't).

I don't know if there's any vanilla sources, but the mod Fluidex allows changing the fluids bodies produce. I found it in the built in mod browser (available on starting the game if the modded BDCC Launcher is enabled).
The DG button in the spoiler images appears if you go into options and check "Debug/Cheats panel", and when in the lab allows you to simply cheat any liquid into the lab storage.

Ah, the DG menu in the labs was what I was missing; I had the Fluidex mod and it's why I wanted the goo; it defaults to healing gel/black goo/cum lube and doesn't seem to deviate from that.
To find White Goo, you need to get lucky when doing Eliza Quinn’s experimental obedience program.
When you see “Ghost Hands” specifically in your padded cell after sleeping then you’ll get white goo.
From what I remember a bunch of ghost hands grope and cum inside your character.

Gotta piss off an NPC enough that they become your nemesis. Eventually you'll see a group of three traveling around and they'll try to ambush you. If you lose or submit they'll hand you over to the slaver.
Easiest way is to go to underground and go to upper left, and then force yourself inside to take the credit, and make sure you take it to started the event
I keep getting a crash when I sell an inmate, and it levels up the slave market. has happened on multiple characters, but only when it levels up the market.
Edit - I take it back, I did not have the hotfix and that fixed the issue!

Is there an end to the experimental obedience program? As in, a way to get the chastity cage off?
