It means version 17, the 17th release/update of the game. It is in no way near completion and there are previous versions but there is no reason to play them, always play the newest. And the way you said how games do 0.5 meaning half done is rarely true. On occasions it means that but usually it means 5th update or 5th massive update with the hundredths or after another period being smaller updates. But every dev is unique in how they label updates so expecting updates to mean the same as all others will never make sense.

Whereas it fails retreiving the apk package of the new one :

This is an issue with APKAdmin - sometimes people get "no file" error, or the APK gets corrupted and people can't install the game.
