You need to do the "Law and Order" quest first, the one about you finding a thief at the port. Don't worry about the various options at the end of the quest, the merchant will point you towards the drake either way.
About that... Even with a brand new playthrough I've found that choosing to enslave the thief before talking to bull boy makes it so the quest "Law And Order" never finishes, so you have to interview the bull even if you interview the slave trader (who literally states "Felian", and there' only one full Felian on the entire port, but whatever, I'm not salty)

That horde of beggars is inevitable, at least so I've seen in other threads lol. Officer Chloe might have 100 pages of people asking the same question about saves (that was off the top of my head, cause it was an easy one to remember since it happened so much lol). But, I get it. There's always that hope that maybe other people will see these comments down the road. Then again...knowing they don't search for answers to their questions, I doubt they can be bothered to go back a few pages and read these comments once they get buried lol. (I have little faith in humanity haha)
The really fun ones are the ones whose question is answered literally the post before theirs. Makes it clear they didn't even try, and just asked from the top of the thread.

Yes, I read those, thank you. Found the bloody thing. But there's no interaction with it. It just stands there, staring. I can leave without it attacking me, I attack it but it doesn't react. I can jump on some of the rocks but get no option to start a dialogue or anything. No active quests except the bull but all dialogue lines there are used already.
