Way I read it they're keeping the UE4 build until UE5 is in a state that they not longer need UE4.But they are dropping everything to switch to UE5, they stated as such in their steam post that it would have much less content than the current UE4 build. Does that not fall under the flag of dropping everything?
Then they'll keep the UE4 build for archival purposes on the beta program.
They're not stopping everything and focusing on the new build, they've been working concurrently on it for a year now and telling people about it and asking for feedback.
What they want is a more structured start on UE5 so that it's a proper game with a scheduled release pattern and unlockable content. UE4's been a mishmash of content additions here and there.
