Well If I can offer my insight, most people who have only played the game probably wont even consider it incest at all. The relationship between Ciri and Yen in the game is a lot colder and distant then in the books, Ciri doesn't overtly care too much about Yen. I guess a lot of that has to do with Geralt actually being the playable character in the game, so you see a lot less of the interactions, but even then a lot is left out from the novels. If they have read them however it will definitely be the same as any step incest, if not even closer to actual incest. So it'll be yes and no depending on who your asking.
Hm. What about the opposite case? Ciri biological father has zero relationship with her, and of course they never lived together.

To most yes, as long as you state the blood relationship and they've had sex. Of course the story would need to be more then literally just that, as the primary part of incest is the taboo around it. In fact I could see that working a lot better then most of the games on this site.

In my opinion, Yen + Ciri relationship is close to Vesemir + Ciri level. Because they barely interacted compared to Ciri + Geralt.
People seem to agree, so far.
Somehow I wish though, that Ciri forgets the most recent events and continue to be the "innocent" girl we saw in chapters 1 and 2 and gradually her true slutty soul comes out afterwards.

In the books Emhyr wants to capture Ciri to breed with her because of a prophecy which plays into the royal inbreeding trope.
Emhyr training Ciri to become his waifu would probably work well since people naturally go "Emhyr fucking his daughter isn't very kosher". You can play their familial roles up as they live together to strengthen their bond.
There's similar scenarios in popular games where some teen old girl goes live with daddy after having lived separately.
