They didn't spend much time together, because there wasn't really time to spend "under a roof" in the saga, especially for these characters. They spent like several months together before everything went to shit. Yennefer is still closest to a mother figure in Ciri's story, though, teaching her basics of magic in her young age.
In my opinion, Yen + Ciri relationship is close to Vesemir + Ciri level. Because they barely interacted compared to Ciri + Geralt.
Yeah I wasn't making an argument on what constitutes a "mother" because I don't care. I'm just saying: Ciri's real mother died when she was 5, her grandmother died when she was 10, then she was with Geralt for bit, then with Yennefer and so on. Everyone looked after her for only a brief moment, make of it what you will.
I wasn't making a point. You said you don't know how much time they spent together, so I told you. No, Yennefer is not a real mother, Geralt is not a real father. It's not incest. However, as some folks here argue, there are subgenres to "biological incest" everywhere such as with adoptive parents, which Yennefer and Geralt kind of are.
How are they adoptive parents if they are not married and haven't spent more than a few months in the same house with their "child"?

The qualifying factors for incest are blood relations, for adoptive families they have to spend a shit load of time together and develop a strong platonic relationship before I can even consider them fucking as incest.

If you've read the novels, which you probably have, you could agree that there's an argument that Yen's relationship with Ciri is stronger then Geralt. "This ones okay because they spent a little less time together, but the one a lot of people want actually isnt."
You know, make-believe. It's not about a shit ton of time spent together. Yennefer, Geralt and Ciri have a strong relationship which wasn't created based on time spent rather than the hard events they had to pull through together. I may have misunderstood your point because in the books there is never time for a household lifestyle or anything else. The saga is basically also a story about a "family" that was deprived the opportunity to be together.

In the books I don't even ever remember Ciri calling him father, but she calls Yennifer Mom more then once so I mean that says something. In fact she wants her official title to have "Daughter of Yennifer" in it. The relationship with Ciri and Yennifer might not be blood related, but its a lot stronger then most real blood relationships.
The only technical term I can think of for what he's talking about is "inseki", which is used on H-manga sites like Pururin that indicates non-blood related 'incest'. Inseki literally means "relative by marriage", so stepbrother/stepsister/stepmom/stepdad kinda stuff. When used as a H-manga tag it also refers to literally any non-blood incest, so also adoption.
I mean I could be wrong, its been like 4+ years since I read the last book and even more since the first. But I cant remember her calling him anything but Geralt. She does in the game though, I know that much.
