As far as I can see with the info present in the game, as soon as we get the actual criminals out of the city the mercs will probably ease down a lot, since without the actively corrupting faction in the city the warlord-come-king can actually divert resources to rebuilding the old infrastructure and said warrior-king really doesn't seem to be a malicious person himself. But I also think getting the thugs out is only the halfway point of rathpikes restoration, since because of the recent history there is still a lot of damage to be fixed. Not to mention, restoring the military power of rathpike will probably be pivotal to getting the continent back ironically.Yes, the Thieves' quest line leads to this

Not to mention the wickedness and destruction that would require Claire's intervention. Most likely, the restoration of military strength and the city in general will be associated with the quest line of mercenaries, because I do not think that it will be associated only with goblins. And sooner or later it will lead us to Zeon himself. In addition, to rebuild the military forces will most likely need an alliance with Trissengrad, because they have the best assassins in the game world. Old Rose may also help. Velos is a bit more complicated. The only thing I can see right now is purging the nobility from the most debauched and corrupted individuals/families. Given that I sided with the doctor, I assume there will be a way involving her and furthering her chimera research. Whilst of questionable morality itself, a chimera army would definitely help in fighting the monster hordes.

Ahhh, Valos is such a goddamn mess beneath the surface...The main military force of Valos is the fleet, so I think that there will be both a corruption path with chimeras, and a less corrupt one, which will somehow be connected with the city's Magnat and most likely the rangers, even though they are now staying out of politics. Perhaps it turns out that the Magnat is connected with poachers and they want to hold him accountable. In addition, according to the head of the Urchins, the son of this Magnat's family, they have the largest fleet. So I think that the strengthening of Valos is either through horrible experiments, or through some kind of alliance with the plutocrats and putting things in order in their homes, as well as cooperation with the Urchins and rangers.
