Are you using the suspicion mod? I tried it with that and couldn't access it in the menu, removed the mod and it worked fine. As noted above, the prostitution once enabled still doesn't seem to be firing.

I forget if it was this game or a generalized warning for most games, but if you cheat certain variables too high I think you can prevent some event triggers from firing.
