let me explain to you the process ^_^
my guess is they only say "This product
cannot be activated in: Germany" on keys retailer sites for either regulation reasons or because they want to absolve themselves from responsibility because they know steam is censored in Germany or because there were such regulations in the past on keys but due to complaints from German customers steam lifted such restrictions on global or ROW (rest of world ) keys for adults content in Germany because they know how egregious our government decision is by censoring steam, how i know this
almost two years ago i took a risk with a couple of cheap keys for max payne and other game censored in steam's German store just to test the water and both of those keys worked
since then i bought more than 100 keys with such message "This product
cannot be activated in: Germany" even for games that are now delisted from steam's store and all of them worked
except for a couple of cases: 1. sleeping dogs: definitive edition steam key global which i bought from g2a and when i requested a refund and proved it with screenshots they gave me a refund even though it stated that it cannot be activated in Germany 2. saints row: the third (the full package) steam key global from eneba which i didn't request a refund for because on eneba's site before opening your key they have one last region check once you confirmed your region and view the key unless it's not valid or duplicate my guess is you can't request a refund, i didn't try myself because of the region check warning before opening the key and since then the key sitting in my library collecting dust but the silver linings it's only €2.97 E.g. this is what i get on steam if i tried to enter my key

for saints row, my guess here is because due to how old these products are there were such restrictions once upon a time but then again what contradicts this theory is my key for max payne 1 worked so i don't know it depends i guess :/
the only other place you can purchase a key for this game other than on steam is kinguin, trust me i checked everywhere
and btw only the developer or publisher can request keys patches from steam to be sold on retailers websites and in this case since it's a patreon's game it's the dev himself (he's either involved directly or indirectly) sometimes devs here have a seller page on kinguin and they sell directly e.g. midnight ride and if you don't believe me go check the game's kinguin page or its season pass or dlcs individually i purchased from him directly there
no they will help if you requested support, customers support there help you by sending a link for you to follow instructions and send few screenshots prove, i swear believe it or not i purchased 169 keys and counting
(and my wallet thanked me for it very much) from kinguin and not once did i received invalid or duplicate except once 3 weeks ago for a porn game costed me 1 euro that's why i got lazy to request a replacement or refund but maybe today i will do that along with this game
the other time i ordered a porn game called cockwork industries and upon activating it it turns out to be for another porn game called countess in crimson the irony here is they're both from the same dev lol, that's why i let it slide even though it's one euro cheaper
and again i explained to you in screenshots the difference between activating a key that's "Actually" region locked and this game's key that i bought which turns out to be a dlc or expansion that require the original game
