Maybe for this one, but every game dev does their own thing and I play too many to keep track, nor should I have to even try. There's a section in the OP specifically for this information and this game's hasn't been updated for like 5 releases.
Depends if changelog is provided with leak or not. If not, they just leave it blank. But with 3 number numeration (semantic versioning), we can know (in general) what update brings when changelog is not available. Not just here, everywhere, from mainstream games to all kinds of software. Renpy 8.2.1, java 4.3.1, football manager 2.4.2, name it. First two numbers are content/feature updates, last one is bugfix. It's international standard for software numeration.
Can't vouch there is no some dev who "accidentally" uses semantic versioning "cuz 0.0.0 looks sexy" and then changes just last number for content updates unaware of what he's doing, but with "established" devs, if no changelog but only last number changed, be sure it's "just" a bugfix.
