No, that event works, but you seem to be missing something. Do you have enough potions? Think it requires the gas ones, I can't remember. Not sure what the requirements are...

I always had gas ones. But I hadn't finsihed with Sophia yet.....tried again and it worked.
One more question and I can't solve it. Is there anything to be done with the two moms at the playground? Kids keep running up and I get a message about easing their alertness. No option for a gas plosion and I beleive I've completely corrupted everybody/everything else available...

I would recommend one of the mods at the front page over manually hacking. Better experience that in my opinion
