Hmm... In both case, the image is corrupted. For the light version, I confirm that it come from the game, for the Heavy I don't know.

Take any image (JPEG/WEBP/PNG) you've on your computer, copy it to "[path to the game]/Game/images/" then rename it "5142.png" or "5517.png" (depending what have a problem for you).

Hmm, how do you know that you've made enough progress ?
Open the console (use Unren or whatever you prefer to enable it), then type tv_band.
Or you the "Better Experience" mod (link in OP), and look at the value for "'Exciting' band" in Events->Characters.
The value should be "6" and nothing else.

Alternate answer: Are you using the "internet mod" ? It haven't been updated since years, and therefore it remove the possibility to advertise.

Where can I find an announcer?

What "announcer" ? You don't need an announcer in the game :/
Aren't you confusing with advertising for a photographer ? If yes, see right above.

Have you gone through the porn shoots with the Tutor Family yet?

He can't do the shots if he haven't found the photographed that he can't advertise for.
