K i'm back, tested it out and it SEEMS that Eternal Delusion works with Presence even thought it is a catalyst (switched my character's stats to max strength at 14, then to max willpower at 14, both cases while having Presence at 17 due initial bonuses and the mind damage was the same).
I used a char that was a human, charmer and noble scion to start with +3 on Presence and leveled it up till it had 12 toughness, 12 cunning, 12 willpower and 15 Presence at level 5 and i just decided to look around for an alternative for a full on Charmer that didn't used magic unless it absolutely had no choice and

seems to be the right weapon since it drains Resolve even from beasts and summons normaly immune to temptation, dealing damage purely mental/to the Resolve without touching their HP at all just like Charmer's Abilities.
From the testing I have done on a charmer, Eternal Delusion starts at a base 20 damage, with about a 0.65 damage scaling added on for each strength point. No other stats affect its damage, unless you count cunning's crit chance increase.
I used starting bonus to alter my stats (even to 0 with negative starting bonus). 0 Strength > 20-21 mental, 6 Strength > ~24, 17 Strength > ~30-31 damage.
And Savin is also merely using a figure of speech when he insults all the endless whining about mods.

Even the mod by Kitteh that Theratul constantly mentions was only created after CoC1 was abandoned, in order to fill all the unfinished content.

Does anything ever need mods? The game doesn't need busts either, but it is nice to have.

If we are talking about modding support, it should be built from the ground up. Adding it in after the game is finished will lead to pointless refactoring.
Even in the cases where modding support isn't included (which is fine), Minecraft is an example of an early access game that had lots of mods before full release. There was even the piston mod, which inspired the devs to actually add pistons to the game.

This is solved by not doing modding the CoCI way with including the source code. I've gone over this multiple times. Is he implying that they will ban forum members for distributing a mod (which contains only the modder's intellectual property, none of CoCII's) outside of their forum if it falls into one of the banned fetishes? If that is the case, I guess they want to become Patreon itself.

All a problem with CoCI style of modding in which the full source was distributed. A problem they could have learned from and solved with CoCII. You want to know the best part? When CoCII production ends, they are going to have the exact same problem they had with CoCI modding, because they didn't provide an easy way for people to mod without having to include the full source code.

There are people who think Tobs is not good enough quality to be in the game. I don't agree, but there are people who think that. Quality is a subjective concept. Either way, this once again only applies to CoCI full source inclusion modding where confusion is much more likely (even if the main screens do point it out, they don't do it on a scene by scene basis). Much of what I recommended (which I don't think you've even read, Cerneu) would have solved this problem.
What do you you even want to mod into the game so much? If there's some character you want in the game, then you're always welcome to use the submission process. Unless it's some toddler fucking or companion murdering. Is that why you demand mod support? So you can skip over the submission process in order to write in fanfiction.net tier original characters with a plethora of grusome and banned fetishes?
Is your argument here that if he were to want to do that for those reasons then he is a bad person for having a fetish you don't like and his points are invalid? I can't see any reason you would have to elaborate past "blacklisted content" if your intention wasn't to make him look bad.
But I will answer the question in Theratul's place. I don't want to mod anything into the game. But I don't know what content I could not even think of that might have been created had their been a proper modding community. I tend to believe that other people have some valuable ideas.
The FAQ for CoC2 mentions that incest can't be added due to Patreon rules. Anyone who despite knowing that keeps pestering them to add incest deserves to be "shamed".
And that has no chance to affect people who wanted incest content, but weren't pestering anyone.
Or people who know about all the Patreon games with secret codes to activate incest content, and are simply asking a question? I would call them misguided in assuming those other games aren't skirting close to the edge, but I wouldn't say they deserve to be shamed.
