I'm not sure of the whole story but I think there was an uproar about balance when that topic got brought up and people saying they will be forced to take whatever transformation is strongest compared to what they want. Not sure why thats the case since the game is already easy both on TITS and CoC2 heck I only lost a couple of times in a hundred ingame days and that because I got too horny. And yeah I agree getting a special dragon attack when a dragon morph on CoC1 was pretty awsome and made me feel powerful.
Edit: Found this comment by Nonesuch "It's not fucking semantics! The main reason we avoid locking perks behind TFs is to avoid a situation where the PC feels they have to get specific physical transformations in order to get a powerful ability, rather than crafting the sexual avatar that they want. This is stated every single time somebody asks after CoC-like TFs that give abilities! PoM was a) not Foxfire by any stretch of the imagination and b) wasn't a physical TF at all. Are you thick, or willfully misinterpreting me?"
On the other hand, you could always make transformations that don't give you any new powers.
Just make up a reason: Though this potion to transform into X creature is potent, it is not enough to give you powers naturally affiliated with that creature.
And we can always have transformations that do give you special powers, but make it harder to obtain (like how you need to sell your soul to Keros to become a kitsune.)
