Wsan has avoided answering questions/jokes about Evelyn dedicking but he has also not denied that it will happen or not, so I assumed that the secret project was evelyn bimbo + dedicking

Because Savin seems really excited about it, which imo is a pretty big clue it's probably not a dedicking.
Also, Evelyn bimbo is (I'm pretty sure) just a joke that Savin wants and keeps making, while
Eve is something Wsan has actually mentioned several times.
Plus the "primary characterization" statement Wsan made suggests that if Eve ever does get dedicked it probably won't be before her "normal" plotline gwts content.
