In lore, it mentions that she mainly deals with kings. And if you peep, what's shown to us, leoffric leader of his own band then gets contacted by her to do stuff. And we only meet her at the banquet, where there's a whole hedonist thing going on.
And to top it off we only meet high-class ppl from Yvennes that worship her. So she really is just goddess for the elites.
