Wasn't Lucy introduced as a squatter? All the writer has to do is tie her into the political intrigue. This is explained. The families hold lots of influential offices in the local area, they use this influence to help themselves attain more influential offices, which continues the cycle.
Their wealth (I'm speculating now, cosy has never explained it before as far as I'm aware) is probably as simple as making sure all government contracts in the area go to the families, which shouldn't be too hard to do if you control the local council.
