Because they out-source it to someone else (like a lot of dev's do), and most don't make porn games full-time and have real jobs. Also, they still would need to test everything as well after the fact. Bug testing can take a very long time with only a couple of people.

Plus, the dev is a turtle disguised as a human.

I've been playing this game for a long time. For the first time, my expectations for this version are very low. 7 months of update process and a new episode that I think will be short. I have no hope especially for the Beta path.
