Did you talk to Susan the next morning about calling UNCLE?
You should then have the option to use the telephone in the doc's room.

Here is what I did on your save with Ascension #1 missing star. Loaded your save, advanced time until Chloe had to be punished due to failing chore (just advanced the time by skipping hours).
Then:
1. Picked punish Chloe from Chloe dialogue menu. - punish her with grounding
2. Went to her room to check on her
3. Advanced the time by 1 hour
4. Checked on Chloe again
5. Missing star was marked completed.

Does this work for you?

I need the last star in the 'Ascension #1' quest, but in Chloe's menu there is NO option to "punish her with grounding". I did it once, but now, whenever I get to punish her, those are all available options I see during the dialogue.

Whenever I try to click on "You must be punished.", instead of opening a menu, I am teleported back to my room, while the punishment opportunity is lost, and also the last text Chloe said before I picked that punishment option, still persists on the screen. This is clearly a bug. Is there any way to advance this quest now? I am also attaching the save file if anybody want to look at this.

Its been a while since I played this game but maybe her "Motivation" is to high.
Try lowering it and it may unlock more uptions.

Well... I tried that too, it didn't work either. I finished all other quests in the meantime (I have 99% progression now), and last two things I have to do are the last start for 'Ascenscion #1' and last star from 'Ascension #2'. Both of them correspond with Chloe's punishments, and it is impossible for me to punish Chloe now.

I would also like to point up, that the fact that 'Ascension #2' was unlocked before I was able to finish 'Ascension #1' is weird too, but not necessarily related. The 'Ascension #3' was also unlocked, and this one could be finished, so only #1 and #2 remain.

I really wish TheGary would've done something else besides the new failure of a game he was working on before abandoning it.
I would've loved to see a CMA version where you played as one of the girls instead.

Bro, the sex scenes here are the one thing I don't have the problem with. For their time, those are actually really good. The bad thing you should complain about, would be the completely RNG sandbox, wich makes finishing the whole content super painful.
