So in total there are seven magazines that need to be collected. The first four can be collected on the 1st, 3rd, 5th and 8th day of the month at the convience store. The last two are gained by progressing the Mountain Squad side quest by interacting with Gon. After collecting them all, you can bring them to a homeless man downtown were if you give him all the magazines, the exhibitionist skill and moddified Teacher outfit is gained and used at the school.

Sorry about the confustion. There are only 7 magazines, 4 from the convienece store and 3 from Gon but there you get two magazines at the same time. So you only need to interact with Gon 2 times to get all last 3 magazines.

I had the same problem, the reason is that the game adds 1 to a variable (441) every time you read a single female mag, if that number reach 10, rinko says that she's tired of reading the magazine (manage by common event 305) , which forbids you from progressing.
I edited the value of this variable to a value under 10 with a save editor to allow myself to progress.
