yup, 0.16 seems to be girls-only update.
if you arent into them, there is literally no content/update (as happened in my case as well).

Just redownload it and it moved passed the sleep over scene.. so yes the game had glitched on me lol

This happens when deleting scripts.rpa - checked my 0.15 folder and found scripts.rpa to be present, so maybe deleting is not really necessary.

In Ch15.rpy the end labels are not adapted to start Chapter 16 (there should be jump start016 instead of the end of content message)
