Sort of but not quite. Devs basically went bankrupt and have been working on a new game for the last 9 months called "Planet Lust" that they're planning on completing and publishing to help fund DBA. They're treating DBA as a bit of a passion project that they're not compromising on, so it's not dead yet but it really depends on how well Planet Lust does.
Planet Lust is a lot smaller and less ambitious of a game, but they decided it'd be better to do that than to stop game dev entirely and shelf DBA for the unforeseeable future. This game's pretty damn unique with its polish, art direction, and overall vibes so hopefully it can be a bit less stressful once they have something other than Patreon and savings keeping them afloat

In reality, the dev simply didn't work on the game for several years. Like when it took him about a year to announce some new background billboards, or teaser pics with alternate hair color, or cloud shadow fx or something. And then he made those halloween and christmas spinoffs instead of an update for DBA.
And this could be funny and relatable, like that guy studying sociology for 15 years because he spends all his time at campus smoking weed, playing games and sleeping in until the afternoon. And then he's like
"lol don't stress me bro" when you ask him if he's ever gonna finish what he's actually there for.
But then you realize that games like this have been in "production" for a time longer than the entire WW2 era - and only really naive, stupid, or desperate people still expect them to ever get finished in the state you expected them to be finished in when you played their first couple of updates.
