Something to do with their citizenship or religion I reckon. The girls are always wearing them, strangers don't wear them as in the one episode.

Your save data is stored elsewhere, so unless you reformatted your hard drive or got a new one, you should be able to play where you left off. Also the game itself will provide a save on page 9 if you click a button on the top right of that page. I believe that save has completed everything up to 10.1.

I do believe you do have to download the full file again though, but at least you shouldn't need to play the game from the beginning.

• First Day: Complete the prologue, go home, eat dinner, knock, apologize to mom, take a bath, go to sleep
• Red Witch (Night): Your room > Red Witch > Absorb magic twice
• Take another bath in the morning
• Momoko: Living room (late morning) ask about books > her room (afternoon) ask about Airi & about books
• Read the book in your room
• Red Witch (Night): Your room > Red Witch > Absorb magic +1

After this, basically follow the Book of Memories guide.
