), she looks plausibly anywhere between 15yo and 25yo. It's up to each individual what they want to see. It's like DMD's D, her balloons made her look older, but I always had the feeling that she either lied about her age or must be slightly "challenged". I'm not sure which one is worse.
But again, it's just fiction. Remember that the idea behind "underage is bad" used to be protecting children from abuse. There's no child to protect here. And where to stop is very simple, there's very clear border between fiction and reality, there are no doubts where one ends and the other one begins, so just use that. Failure to do so leads exactly to where we're now. First it was fictional children, then fictional incest, rape, ... And I can simply reuse your question for this, where do we as human society stop?
