The second paragraph say without a doubt that incest is a not allowed

They are independent that's not the point. they need an alternative way to raise funds to make these games. and indegogo and crowdfunding sites would ban them as well based on there TOS

That third paragraph is crucial. By empasizing your story as a work of fiction, I think this will get you around the guidelines, but of course it's up to the Trust and Safety team. I'd recommend that developers add 'fiction' to their Patreon tags now if they haven't already.
