Well in my opinion she does look more like 16 years old. I think she needs to be a bit taller to be labeled 18, she can still have small breasts as all breasts develop differently, but I think when compared to her sister she looks more like 16 years old. but that is only my humble opinion.I mean I'd be fine with that, here she is compared to another character. Well age in porn (games) is very weird anyway as all 18-year old girls I know/have known aren't completely oblivious to the concept of sex. Sure having no experience with another person is one thing but being completely oblivious would probably mean you'd be severely mentally handicapped.I mean I'd be fine with that, here she is compared to another character. I think your character looks a little on the young side but it is more related to how her face looks rather than her height, bust size or body type. (That being said I made my shortest character (seen below) with a reasonably large bust to hopefully avoid the accusation.)
You can also get her to look older in the game by dressing her a little more mature; having her stance be well grounded and making her a little more experienced and knowledgeable than her peers. (i.e. have her act as an actual 18 year old).
And it helps if you make your game with more characters who have different heights. If she is the only one who dips below 'standard height' that makes her automatically seem younger.

Yeah I think I fixed her up to look legit now, here's a quick render..
Vicky, the 18 years old sister/friend character, whatever floats your boat.
I'm also keeping the younger version, I won't be using her for my current game, but I'll use her for my next one with a bit of deeper backstory where I show her growing up alongside MC

there are woman out there that are short and medical reasons as well I know someone that's 35 years old and she looks like she's 16 years old due to medical conditions she has but here a suggestion if you planning to put her a game start the first day of her turning 18I mean I'd be fine with that, here she is compared to another character.
