this is what i get when i try to open the game menu so if anyone know what to do to help me out please tell me and this is part 2 of the game

Is there a relationship patch for Part 2 final?

(I haven't gotten that far, I'm just patching ahead of time)

what does the loli patches actually do? does add content or maybe if I don't add the patches the loli's will be full sized?

Deadlocked in Time is marked complete but their subscribestar page has a post saying they stop because they lost their patreon page and will start working on Deadlocked in Time again if their subscribestar starts making enough money.

Unknown. With the loss of subscriber income the dev has said they've basically had to take on a 'real' job for (for want of a better phrase) leaving them with insufficient time to dedicate to both this and Maou-Sama. My guess would have been that they would go back to this after completing Maou-Sama but they recently launched an initial build of a new title called Light and Dark (or something to that effect) so I'm now quite uncertain.
