I've never met her in my life.These are the character name I remember off top of my head right now: Stephany, Ellie, Samantha, Emma, Helena, Lydia, Connie, black hacker girl, glasses redhead, bodysuit redhead, mc ex, private military boss lady.

Yeah, she is one of the main heroines.
That girl is Leona, she isn't a LI. She can become part of the Boyz Team if you finish her work.
There is an AFAIK unmissable scene where you can offer to give her (Vanessa) a ride and then ask to see her again.
For the DCI when it's raining hard and she says she has to pick up the dog from the vets offer her a lift then ask to see her again.
the things with this game is that there are so many girls look so good some looks way better than any LIs but they are not LIs so u can't really do anything with them ._. so sad

Way before. It is the day when you go a second time to the police to talk to Lydia, after you investigate one of the 3 possible clues.
