While sex and money can and often are exchanged, it is a very difficult trade. Sooner or later you end up banalizing that which is ultimately intimate. We live in times where it's dead simple to access gigatons of free lewd depictions of intimacy and at the same time it's getting harder and harder to touch and be touched by the real thing, not its depiction. In a solid porn economic simulator, you'll either cheapen the sex part or the economy part. Most probably, both.
Ah, so you mean that either the sex or the economics must get short-shifted. That would be a thing to avoid if one were to develop such a game. Sure, sex for moeny would be happening all around, but how can it be fit into the game experience at every available opportunity? Try this on: there are unique desires for different groups of sex tourists. They each want different things out of the various types of interactions that they pay for. For example, "husbands with frigid wifes" want quick and to-the-point straight sex experiences with a high degree of discretion. To keep tourists of a given type coming back, the player has to make it possible for them to get those things that they want, so, in the above example the player would follow such a tourist along his vacation and watch his adventure to determine how secluded his parking spaceis , how quickly he can find an available girl, how quickly she herself is able to get the job done (the pornographic element of the game). Maybe the tourists in the "husbands with frigid wives" category like to be propositioned in bars by prostitutes, but the tourists in the "lonely nerds" category do not. There would have to be bars both with and without prostitutes working the crowd (another opportunity for porn) in order to appeal to both crowds, and they would have to be conveniently located in places that the respective tourist groups would frequent. You could even find a place for porn in the game balancing elements. Removing the prohibition on lascivious displays on the public beach (lots of porn to be had) would make the town wildly popular with the "stupid college kids" group, but it would come at the cost of a major hit to prostitution revenues, since the people who are fucking each other on the beach for free will be disinclined to pay for it later. I can think of a hundred other ways that porn could be worked into economics. Like you said, the trick would be to keep that at the forefront.
