It does make sense, because breast modification does not necessarily need to be enlargement.
Nobody (as far as i know) does not modify nose (with implants)
While on the other hand, breasts are usually target of modification (mostly implants)- that also should not be modified like nose.
On other hand, nipples are also pink/brown colour, same (or very simmilar) as pussy colour.
Speaking of the size of nipple holes, they vary a lot, from being 200 times smaller than nose hole, to few times bigger than nose

What i was trying to say: if they made unnatural breast implants to make breasts bigger, they could also made breast implants to make breasts fuckable.
Both are unnatural, and can be rejected by female body, but both are possible.
But, somehow bigger breasts are possible, but fuckable breasts/nipples are impossible....
