Part of the agreement with Steam is you can't distribute the product for free elsewhere. So there will be no more public releases. This is why Ravager Chapter IV+ isn't part of the public release. This is why every other game that is going on steam doesn't have a public release. So you'll have to wait for a steam release to be cracked and distributed on this site.

They've said with all the reworked content and things added now at the beginning and middle of the game that is highly recommended to restart from the beginning anyway.

Yeah, I don't think that's true. You just can't give out steam keys for free. Having a non-steam version available for download is fine. Plenty of devs will say otherwise though because it gives them an excuse to stop public updates.
there are so many games that are given for free here that are also sold on steam

Most releases here are pirated, a big difference between pirated and an actual publicly free version on Itch.io/Patreon/SS.
