Yeah, its recommended that you do, because V0.17 changed up a lot of the scenes and everything from the introductory repeatable events/missions

Saves will carry over IIRC, but it's suggested that you start from scratch, because so much of the early game was changed drastically from V0.16 -> V0.17. So that's why its recommended to start from scratch again to experience all the new reworks, graphics, and events

Hey, I have a question. Which regions can I buy this game on Steam? I tried in both Singapore and Hong Kong, but it says it’s not available in either region.

A lot of the early game events have been changed quite a bit since previous versions. I.e., for example, the first mission that Shani undergoes with Zaton to the ancient ruins with the mutant zombies was just one of the many events from the early game that have been changed with new visuals/scenes/graphics, etc.
Shani's journey into the Zone as part of her pre-trial Stalker certification ritual IIRC may have also been changed/redesigned as well. To what extent, not exactly sure, but I think there was some discussion about that some pages back.

There are many countries where Steam does not offer these games. It doesn't work here either. Personally, it doesn't bother me because if I like a game, I support the DEVs directly (Patreon, SubStar, etc). My tip would be: use VPN in the USA, it should work there. Provided the game is available via Steam.
AFAIK, only minor graphical changes, for example. first scene: You can knock Asha out hard, originally she hit her head on a rock on the ground, now her head bashed against the car. Same result, prettier pictures.
