When it says full version in the changelog it means that it is the full version of the update or the game (meaning that the game is complete) although I don't think it is the latter since it does not have the complete tag, but anyway if someone knows, please help me out.

So I got this far with the main quest which ask me to wait a few days. The other quests are on hold because of this main one.
But I have slept thru like 20 days and been to about every scene I can find, nothing changes. Am I doing something wrong or am I at the end of this update (v.17)?

The text there is probably not as descriptive as it should. Have you done the settlement part of the Raiders quest? This step is gated behind that (among a few other things)

Yes, I chose to defend it (if that's the Radiers quest?). And then there's been lots of lab samples and the missions around the mutants.
Maybe I took a wrong turn somewhere? I know I've not done the first captives mission. What was her name, Lyra, Lyara?
Edit: I loaded an older save from where I could still access the basement and will try to progress from there instead.

I must say, I like the new version so far, many remorks and new stuff, looks great, but there is a problem that the story of Lira does not continue.

You are not using saves from V16 and before, do you? Because everything before V17 will cause issues.

+ I think it'd be wise to delete your persistent file(s) if you've played the beta earlier. Inside
C:\Users\<YOUR_USERNAME>\AppData\Roaming\RenPy\DesertStalkerEA-100001, but you should delete inside game's game\saves folder as well (including the saves there, or just delete whole folder).

You can see all the opening scenes from all versions in the top right corner of the menu.

I downed v17 and since previous saved games caused issues I decided to start form 0. Getting errors pretty much on my first choice (save the girl or give him the statue)

Uhm. Be sure to have download the 0.17.1.1 version, which is the rework for Steam.
Despite all my salt in the posts above it works very well and the reworks of the scenes are rich and impressive.
