They're not the same. Rework means the scene was redone to improve it while remade means the scene was changed to something different. They have done both.

Jesus, it's been a while since I read any messages on this forum, but they've become quite controversial. A "remake" and the positive opinions of the forum are over. I hope the next update will be good enough to change the mood of many people commenting here because overall this game is very good.

I think you might be confused about something. Visual reworks, adding scenes, removing scenes don't typically break saves. Changing Renpy versions will break saves though, as will changing conditions in the code. Incidentally, both of those things happened in the v17 update and it was announced well in advance that it was going to happen.
The last update broke saves because of two reasons: The Renpy version was updated to 8.3.4, and the devs optimized the code in v17. A lot of variables and conditions were changed in the process. It was a one-time thing, and they were very open about the code rework for entire time it was development, so you should not have been surprised by it. You can always expect to rebuild saves when coding reworks are announced. That's true for literally every Renpy game.
The devs have been incrementally reworking older scenes alongside new content for several updates now, and it never breaks saves. So you don't have any thing to worry about unless a code rework is announced.
