I think what's far more likely is Zetan using his influence with the various factions to broker an alliance of some type (even if it's a secret one) to defend against the larger threat.

Letting Kira die, you lose all the raider content because she's the one to bring you to the raiders' camp. You meet the general later on but you don't take his place.

Yes, in game it makes total sense that Zaton does not give a fuck about either of them. He might kill Kinsey and Kosey out of disgust, but he has no reason to care about saving either Ivy or Kyra. Well, he does have one reason, I guess, the reason we all play this game.

But narratively it's really stupid to leave that option open unless there's a significant long-term payoff to it or there will eventually be other introductions to their factions, which seems unlikely. Why give the players the ability to just ignore half the game?

Absolutely, giving players the choice of how much to engage with different content is the right call, but does that mean the raider missions and mutant missions won't have any major impact on the story? Or that there are routes planned for failure and it's therefore acceptable to lose them entirely? Will the characters involved have any impact on future updates even if you ignored them? Will it even be possible to get a "good" ending if you made the wrong choice in a couple of very early scenes?

I dunno, it just worries me. I hope there's a plan in place for it all, and that it doesn't just mean that those routes are completely inconsequential. I'd quite like to see if it's possible to build a united Zeta, all centered around one... obelisk, if you will.

I suspect it's mostly just an artifact of very early game design before the raiders and mutants became as significant as they did. Though I could see missing those factions as potential allies biting Zaton in the ass long-term.

I'd be fine if those early choices have consequences because a reader that pays attention would know well in advance that they probably burned bridges and are missing major stuff. So it wouldn't come out of nowhere.

I doubt you'll get a "bad end" by missing them. But you might not get the "best" end.

I think you miss about half the content if you don't save them both. I've never tried it, though.

I was just wondering if you still meet the raiders at the overpass, and how it'd play out differently. But, if you can't side with them, then you're still going to miss a good chunk of content.

One thing I can imagine is you may be more friendly with the decayed if you don't kill them to save Ivy. And, you may get better content with the queen if you save the statue, but I don't think so yet.

Providing you do not mind making the biggest blunder you can make in the game, I could go on. Shani finding Sonmi in the zone becomes a dead end. You miss everything with Yuna (Ivy) and her base (and all other interaction with her). But the biggest problem of all with your suggestion is... what mutants?! You will not even find the mutants without Yuna. You can forget that entire section of the game also. Ooops
