Don't know eiter. I vaguely recall being able to reduce Reason (that's what it was called after all, yes?) almost immediately by going to bed.
Maybe you need to complete the listen to old man quest in an apartment above the detective office on the same map. It gives you a porn pic as reward. Or the photographer chain quests. Having a nude pic might be what's missing.

It comes to you. Then go down to the workshop area and talk to the guy. Do the following, enter the bath. Reason will fall. Then try the bed again.
Also, search the thread with "masturbate" or "reduce reason" or similar terms for previous posts possibly explaining your issue better.
Are you setting the masturbation counter at the beginning to 0? I've never tried that (lol) but that might be why you can't do it.
