It kind of incorporates something that happens in real life into gameplay. For a game it's hot to just dive into the deep end of the dom/sub dynamic but in real life you have really exhaustively long potentially boring conversations about every potential thing that can happen before you do anything. That would include answering questions like saying things like "I like being dominated so hard that I'm forced to go against my sexual orientation for my dom" or "going against my orientation is a hard limit and if you ever try to make me do that the deal's over".

You can find some porn videos online where they show the pre-playtime two actresses having conversations about hard limits, likes and dislikes. And that's just a one time conversation for a single encounter, anything ongoing would require much deeper conversations. Putting that in the game is just a way to keep a bit of the actual real world limits that make things enjoyable while keeping the blackmail "totally powerless" fantasy working.

If it had the actual limits of blackmail Harper could say something like "I want to cut one of your fingers off" or "I want the entire football team to defecate on you" which aren't actually fantasies most people want.

Sorry, but if this happened in real life it would be blackmail and had nothing to do with BDSM. Threatening a student to get her expelled if she doesn't suck a dick / lick a pussy is forced sex.

Are you by change going off the compressed version? Because looking at the code they don't line up with any switches. I hunted around the area and sometimes was able to find it.
