It has potential only for those loving/wishing that particular kink...otherwise it brings additional works, rendering/scripting, for the devs, reducing/slowing down updates size/frequencies for the fans.
If the devs arent into that particular kink, or havent resources to implement all of it properly, there is no point in adding it, hence rarity.
For me, it is always much better to have a complete/good story and a lot of action delivered in timely manner, than to have any particular kink implemented.

I highly disagree - that is only an american occurance actually. Incest in almost every other country's laws makes a very distinct separation of sibling, step sibling and non-sibling.
