If you still have the .zip you downloaded, try deleting the current folder and unpacking the compressed file again. It may be as simple as that. It could also be your antivirus. Try adding the folder containing the .exe to your "exclude" or "whitelist" in your antivirus.

Well, it's definitely not like he's the only dev out there who doesn't seem to get that a fraction of the size with only a few percent image quality loss is the way, way better option.

Could easily be a cache problem. If you are using firefox it most probably is... memory management still sucks for mozilla. Try to download it in chrome in that case. Make sure to have browser cache flushed before big downloads. Other than that check your wifi if you download wireless. If in doubt just use a cable. Good luck!
