I agree. While it would be a fun and interesting twist, I think it is highly unlikely Mom is willingly involved in manipulating those closest to her. I would find it more believable that either Tracy (what is she searching for at the library, if not the DoD book?) or Aunt Jenna (where to begin with all the clues that lead to her?) are somehow involved with or at least have knowledge of The Order.
