Its near between a tree and a closed strip club, lower or bottom part. You have to talk to a blue npc, right side of the close pharmacy. Where he will start giving you a quest. I think you need to lower your innocence or high lust, which of those. To trigger the Quest.

You need to have your innocence lower than a specific value and unlock the job by working at other jobs to gain work experience.
