You need to gain 100 H Exp, and then go to sleep. You'll unlock the possibility to choose between staying at Lust Lv 0 or go to Lust Lv 1

If you want to gain H Exp, do any sexual or naughty action: rape, sexual harrasment, exposure, humiliation, losing a fight, letting some scenes happening, going to men with hearts above their heads
