The main reason this bugs me is that the game has given choices for getting involved and sexually involved with characters prior.
- choice to give Fiona handjob
- choices to allow cop Natasha's sexual advances -> if you refuse, the door opens for Lexi involvement
- choice to be interested in Kate
- I assume the choice to make advances on Evelyn will matter
- I assume choices with Vanessa will matter for their relationship
I thought by choosing to give Fiona the handjob it meant that was the direction where Ashe's relationship path would go, but it just immediately got overwritten by Zoey without a choice. It makes sense in the story because Ashe has been hell bent on losing her virginity and that episode 4 will be the chaos of repercussions. But as a player it didn't feel good to choose Fiona, and then literally next scene it's somebody else.

. I'll try to give some context to what led to the Zoey scene since I see a lot of people share the same sentiment as you. I don't want to spoil future things so I'll keep it vague with some of it.
Ashe needed to lose her virginity at some point. It's clear that she was desperate for this to happen and that she maybe attributed a bit too many of her problems to her being a virgin.
One can assume that losing her virginity will boost Ashe's confidence, but at the same time also lead to a realization that maybe that alone won't fix everything. There's also some other (future) story ramifications that I won't go into right now. But all in all, it was important that it happened when it did.
The importance of that whole event meant that it couldn't be optional either since it dictates the story going forward in a pretty major way. So, rejecting Zoey and waiting for the next opportunity with someone else wasn't an option here.
So, why Zoey and not a more central character? A few reasons...
With some characters, the relationship just isn't there yet and needs more time to develop.
With others, this scene would have clashed with what's in store for them in the future. For example...
there'll be an option to keep things with Fiona more or less platonic. Having Ashe lose her virginity to her wouldn't make much sense in this case.
From a narrative perspective, it was also important that this event was a sexual encounter on the more casual side instead of a deeply-in-love romantic thing.
So with all that, a relatively minor character like Zoey was the best choice.
All that being said, this of course doesn't invalidate your (and other's) criticism. I can see it being frustrating when the choice is taken away from the player and I may have underestimated how many people would be bothered by it when I wrote it initially.
I can say that there will be more choices up to the players in future episodes, especially when it comes to who Ashe will hook up with. I'm especially looking forward to Episode 4 since it'll have some very exciting things in that regard.
