My theory is that the episode ballooned on him more than expected. He realized that he's probably not at 80% (more like 60-65% my guess), so instead of revising the percent down (which would upset alot of people), he's just delaying upping the pct till he catches up, hence the increasingly long times between updates.

Also, just because the dev places it there doesn't necessarily mean he supports the idea (especially since said rehab center has ties to a shady-as-fuck megacorp who's diversifying the usage of their VRMMO in various fields).
