Yes--I have seen it as well and can confirm that it does not appear to be accessible through the game. I wonder if GG either didn't mean to include it (as a video), or missed coding it in. It's actually a better scene IMO, so my assumption is that it was unintentionally left out. Too bad.

Just open with notepad the variable.rpy file in the "game" folder and change the line :
$ Patreon_On = 0 by $ Patreon_On = 1

Strange because for me it works flawlessly
In game it still tells that it's a Patreon scene but with that fix you can click on it and have the scene
delete the variables.rpyc file if you started the game it creates a different renpy file of the .rpy file and uses that instead
by deleting it it wil create a new one with the changed line
