Close game if open, copy the tool where the rpy/exe is, launch tool, Choose option 3.
Launch game and use Shift+D for Developer console, Shift-O to change the values.

If someone doesn't want to download the decompiler for whatever reason, they can also do this:

Navigate to Fairy_Tale_Adventure_2.4-win\renpy\common. Inside the "common" folder scroll down to find two files called "00console". You just want the RPY file, the RPYC file can be left alone. Make a backup copy of the file just in case (but really it's easy).

Open it with notepad or notepad++ and search inside for "config.console = False". Change the "False" to "True". Save the file. Run the game as normal and press Shift+O for the console. Input commands and hit enter. Press Esc to exit the console. This works for any Renpy game AFAIK.
