Yeah they've done it in the past - specifically when Humble Bundle were offering games like BF3 and so on - back then, there were a few titles that were F2P (Like I think TF2 was fresh F2P after exiting The Orange Box) and it was included in the bundle with a list price of "14,99" or something like that. VALVe issued keys but, those keys included extra backpack storage for those who paid "X" amount.Makes no difference, neither the game nor that related package have been released on Steam so a standard steam key will not grant access. Only playtest and release override keys will work.
It's not really a loophole as such. It's obviously against the terms of the distribution agreement to sell those keys and Valve just don't enforce it.
Makes sense, I guess that's for devs that want users to install the game via adding the key? As you say though I can't imagine Valve actually giving keys for that over just pointing users at the store page.
It's not often that it happens, but in some cases - it's usually to attach a DLC to the base game, as opposed to offering a "freebie" link directly.
