For all people unaccustomed to "nobles" there IS training that is
not part of public education or state education.
It is a specialized form of "tutalage" called "states-craft", said tutors would be very educated in political arguments, rehetoric, public drama, character assasination and would in some instances if very good be called KING-MAKERS.
